ADVISORY: ‘NDC Transport Initiative for Asia’ Launched to Drive Zero-Emission Transport
The NDC Transport Initiative for Asia (NDC-TIA) is a joint program funded by the International Climate Initiative (IKI) and implemented by seven organizations that works to increase low-carbon transport ambition and to achieve decarbonization targets.
The project supports China, India and Vietnam as well as regional and global decarbonization strategies to increase ambition around low-carbon transport. This includes, for example, the development of a coherent strategy for efficient policy approaches that is coordinated between various sector ministries, civil society and the private sector. Country projects launched in August 2020 (India) and March 2021 (Vietnam and China).
The transport sector accounts for 23% of the global energy-related CO₂ emissions. China's transport sector alone generated 781 metric tons (Mt) of CO2e emissions in 2014. Together with India (231 Mt CO2e) and Vietnam (32 Mt CO2e), the three countries emitted about 1 metric gigaton of CO2e in 2014. Rapid economic growth combined with an ongoing urbanization trend and increasing motorization has led to a further increase in traffic in the three partner countries. Therefore, the transition to a decarbonization path for the transport sector in Asia is essential to achieving the goals of the Paris Climate Agreement for 2050.
The NDC Transport Initiative for Asia is funded by the International Climate Initiative (IKI) of the German Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU). The implementing organization is Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and partner institutions include World Resources Institute (WRI), Agora Verkehrswende (AGORA), International Transport Forum (ITF), Partnership on Sustainable, Low Carbon Transport (SLoCaT), REN21 and International Council on Clean Transportation (ICCT).
In each of the partner countries, the consortium supports the design of stakeholder processes and the development of select climate protection measures. In this way, partners are supported in making their sectoral contributions to the achievement of current Nationally Determined Contributions (NDCs) under the Paris Agreement and in raising their ambitions for long-term strategies and the 2025 NDCs.
On the regional and global level, the program will maximize impact by sharing lessons learned, increasing discourse on decarbonizing transit and promoting efficient, multi-stakeholder approaches coordinated between government ministries, civil society and the private sector. These approaches may include building capacities in greenhouse gas modelling for transport, creating technical standards to promote electric vehicles infrastructure, providing policy recommendations for the supply and demand sides, and assessing best practices for financing climate actions in transport.
