EVENT RECAP: Discussion on MRV approach for NDC transport emission mitigation measures in Viet Nam

On September 14th, 2021, the project NDC Transport Initiative for Asia (NDC-TIA) Viet Nam component kicked off its work on transport monitoring, reporting, and verification (MRV) methodologies and guidance on data collection. In this online inception meeting with the Department of Environment (DOE) of the Ministry of Transport, experts shared good practice on transport MRV from Japan. The meeting discussed the strategic workplan on establishing transport MRV methodologies and data collection standards in Viet Nam.

Until April 2022, the consultant team will propose detailed methodologies for monitoring, reporting and verification (MRV) of transport emission mitigation in Viet Nam. Based on the NDC and the NDC technical report, the team will work with stakeholders to suggest an MRV structure and guidelines and processes for data collection. They aim to present the first outline for Vietnam’s future transport MRV structure by the end of 2021 and provide detailed guidelines until mid-2022.

The team will work closely with public and private stakeholders to develop a transport MRV system in the suitable for Viet Nam's conditions. The work package is a steppingstone for NDC-TIA’s support to the Department of Environment to digitize the MRV processes with a digital MRV system. This digital system will contribute to evaluate the implementation of green-house gas (GHG) emission mitigation measures, thereby helping policymakers to adjust the measures accordingly in order to achieve the targets committed in the updated NDC.

Ms Dang Tuyet Ly, NDC-TIA Viet Nam component leader, referenced previous successful cooperation on the TrIGGER method. She emphasized that the valuable contribution of the work for effective implementation of the NDC: “A well-developed MRV system and good data collection are key for the effective evaluation of transport decarbonization”.

The consultant team consists of six local consultants coordinated by Dr Dinh Van Hiep, Director, Institute of Planning and Transportation Engineering (IPTE), and four international consultants of Transport and Mobility Leuven (TML).
