Vietnam Accelerates Green Transport Transformation with Ambitious New Emissions Reduction Plan

The Ministry of Transport (MoT) has unveiled Decision 1191/QĐ-BGTVT dated 30/09/2024, a landmark initiative aimed at reducing greenhouse gas (GHG) emissions in Vietnam's transport sector. The plan establishes specific, actionable measures to achieve the country's Nationally Determined Contributions (NDC) targets under the Paris Agreement, setting a clear path toward a greener, more sustainable future.

Key Highlights of Decision 1191/QĐ-BGTVT

Vietnam's transport sector aims to reduce GHG emissions by 5.9% below the Business-as-Usual (BAU) scenario by 2030, equating to a cumulative reduction of 45.62 million tons of CO2-equivalent over the 2021-2030 period. Milestone reductions include:

2025: 3.4 million tons of CO2-equivalent

2030: 10.61 million tons of CO2-equivalent

Without additional mitigation measures, emissions from the transport sector are projected to rise significantly, from 33.2 million tons in 2014 to 89.1 million tons in 2030, driven by increased economic growth and transport activity.

The plan encompasses 10 strategic measures under the “Unconditional Contribution” in NDC 2022. Each measure outlines specific goals, timelines, implementation plans, responsible agencies, and funding sources.

Pioneering Climate Action in the Transport Sector

Decision 1191/QĐ-BGTVT showcases Vietnam's commitment to balancing rapid development with sustainability. The Ministry of Transport aims to modernize infrastructure and transition toward a low-carbon economy by reducing emissions and improving energy efficiency.

The ambitious plan is a crucial step in meeting Vietnam's NDC targets while contributing to global climate goals, cementing the country's position as a leader in climate-resilient development.

Technical Support for Decision Development

The NDC Transport Initiative for Asia (NDC-TIA) has been instrumental in supporting the development of GHG mitigation scenarios and providing technical expertise for implementing the plan. This international collaboration underscores the global nature of the fight against climate change.

The NDC-TIA program is part of the International Climate Initiative (IKI). This initiative is supported by the Federal Ministry for Economic Affairs and Climate Action (BMWK) based on a decision adopted by the German Bundestag. GIZ, WRI, and ICCT serve in the project’s implementing organizations in Vietnam.
