At the ITF Decarbonising Transport in India: Analysis, Dialogue, and Action workshop, UC Davis India ZEV Research Centre and WRI India jointly conducted a session on “Creating Champion EV States in India: California-India EV Policy Collaboration”.

The workshop brought together experts and policymakers from California and Indian states discussed and highlighted the pathways to zero-emission vehicle (ZEV) transitions.

Key insights

  • In the USA the state of California has introduced stringent air quality regulations, ZEV mandates and credit mechanisms that have helped accelerate the electric vehicle (EV) transition, alongside programs for ensuring just transition principles by creating access to clean vehicles for low-income consumers. Key takeaways from the California experience, for Indian states to consider, are: set ambitious goals, undertake coordinated actions, strengthen enforcement norms, and aggressively push EV targets while being sensitive to equity and social justice.

  • In India, at the national level, the electric mobility policy is recalibrating toward economic development by focusing on industrial development, manufacturing, and generating employment opportunities.

  • At the state level, the governments can focus on stimulating demand through incentives and regulations, the creation of additional jobs in the EV sector through skilling initiatives, and attracting opportunities for investments in manufacturing, and research and development.

  • Each state has its own capabilities and strengths, and they are learning from what works and what does not. Promoting knowledge exchange platforms between states can help replicate the success stories ensuring peer-to-peer learning.


The workshop was hosted by the International Transport Forum (ITF) in collaboration with UC Davis India ZEV Research Centre, World Bank, WRI India, and Wuppertal Institute under the NITI Aayog-led Forum for Decarbonising Transport.
